Requires the governor to issue a writ of election within 10 days of receiving notice of a resignation, vacancy, or death of a General Assembly member

Removes the previous requirement that vacancies occur "during the recess" for the governor to act

Exempts vacancies occurring less than 90 days before a general election from the special election requirement

Mandates that any special election held under this provision occur within 60 days of the writ being issued

Changes the trigger for gubernatorial action from being "satisfied" of a member's death to being "notified" of the death
