Establishes the "Missouri Ireland Trade Commission" within the Department of Economic Development, composed of 9 members: 3 senators, 3 representatives, and 3 governor-appointed members representing higher education, business interests, and Irish-American communities

Commission will study bilateral trade and investment, policy issues, business and academic exchanges, mutual economic support, and infrastructure investment between Missouri and Ireland

Members must be appointed within 90 days of the effective date; legislative members serve 2-year terms, governor appointees serve 4-year terms, with no compensation but expense reimbursement allowed

Commission must issue annual reports on activities, findings, and recommendations to the governor and legislative leadership, beginning 15 months after the effective date

Creates the "Missouri Ireland Trade Commission Fund" in the state treasury to hold gifts, grants, and fundraising proceeds for administrative expenses; funds do not revert to general revenue at the end of the biennium
