Creates "Evie and Sophie's Law" establishing the offense of grooming of a minor, defined as a person 21 or older engaging in a pattern of conduct with at least one overtly sexual act directed toward a minor to prepare them for sexual conduct; classified as a class C felony, or class B felony if sexual conduct occurs, with a mandatory minimum 5-year sentence before parole eligibility

Upgrades patronizing prostitution from a class B misdemeanor to a class E felony, and from a class E to class D felony when the victim is under 18 but older than 15

Expands "Evan's Voice Act" to remove the age-18 requirement for nonconsensual dissemination of private sexual images ("revenge porn"), making it a class C felony when victims are minors or vulnerable persons; threatening such dissemination becomes a class B felony if the victim is a minor or if the threat causes serious injury or death

Requires mandatory restitution for victims of grooming, nonconsensual image dissemination, and threatening dissemination offenses to cover mental/physical rehabilitation, lost income, educational disruption, relocation costs, and image removal expenses

Adds grooming of a minor, nonconsensual dissemination of private sexual images, and threatening nonconsensual dissemination to the list of offenses requiring sex offender registration; imposes additional $500-$5,000 court judgment payable to the Crime Victims' Compensation Fund for image dissemination convictions
