Repeals existing law (Section 260.283) that prohibited local governments from banning or taxing plastic bags and required merchants to offer paper or plastic bag options

Beginning January 1, 2027, requires the Division of State Parks to give procurement preference in concession contracts to suppliers providing nonplastic alternatives to single-use plastic products

Beginning January 1, 2028, prohibits retail concessionaires in state parks from selling or distributing single-use plastic bags, single-use bottled water, and polystyrene beverage cups or food containers

Exempts medically necessary plastics, products with no commercially available alternatives (as documented by the Division), and emergency response or disaster operations

Defines key terms including "compostable product" (must meet ASTM standards), "plastic bag," "polystyrene," and "single-use plastic product" (bottles, cups, straws, cutlery, stirrers, clamshell containers, and other disposable serviceware)
