Requires all private (non-dealer) firearm transfers to go through a background check conducted by a licensed dealer or law enforcement agency, with approval from the central repository

Licensed dealers or law enforcement may charge a fee not exceeding $25 or the actual cost of the background check, whichever is greater

Background check approval remains valid for 30 calendar days to complete the transfer

Exemptions include transfers between immediate family members, antique firearms/curios/relics, temporary transfers at shooting ranges or during hunting, transfers in the continuous presence of the owner, and law enforcement/military personnel acting in official capacity

Violations constitute a class B misdemeanor, with each day of violation treated as a separate offense; violations by licensed dealers must be reported to the ATF
