Beginning January 1, 2027, mandatory genetic testing at birth when a putative father is identified, paternity is disputed, or either parent requests testing

Paternity legally established only with genetic test showing at least 99% biological probability; excluded fathers bear no legal or financial responsibility including child support

Child support orders issued due to misassigned paternity are void, affected individuals released from all arrears, and no prosecution or penalties for non-payment prior to confirmed genetic test results

Creates the "Missouri Genetic Testing Fund" in the state treasury to cover testing costs for those unable to pay, funded through appropriations, gifts, grants, or bequests

Genetic test results restricted to paternity and child support purposes only; all genetic materials and data must be destroyed after determination unless voluntarily retained for family medical history
