Expands definitions in Missouri law to include "alternative nicotine products" (noncombustible products containing nicotine for human consumption) and "vapor products" (electronic cigarettes, vapes, and similar devices) alongside traditional tobacco products

Requires manufacturers of cigarettes, alternative nicotine products, vapor products, and tobacco products to obtain an annual $1,000 tobacco products manufacturer license; vapor product manufacturers must also meet additional certification requirements including PACT Act compliance and FDA status disclosure

Establishes a mandatory $200 annual tobacco retail license for each location selling these products, with initial inspections within 90 days and at least two unannounced inspections annually thereafter

Beginning January 1, 2027, applies the existing 10% tax on tobacco products (based on manufacturer's invoice price) to alternative nicotine products and vapor products, with revenue deposited in the health initiatives fund

Prohibits marketing tobacco substitutes with cartoon characters, imagery mimicking products marketed to minors, celebrity images, or entertainment features; bans products containing cannabinoids, alcohol, kratom, kava, psilocybin mushrooms, or tianeptine
