Expands the board of trustees for certain public school retirement systems from 11 to 13 members by adding two trustees appointed by the Missouri Charter Public School Association for four-year terms, with at least one being a teacher

Increases the quorum requirement from six to seven members for the transaction of business

Changes the voting threshold from a fixed six votes to a majority vote of board members present at a duly called meeting where a quorum exists

Requires Missouri Charter Public School Association appointees to have experience or qualifications relevant to public charter schools and the retirement system, subject to the same rules as other trustees including taking an oath of office
