Public utilities prohibited from requiring additional deposits or transfer fees when transferring service to a spouse if the account is in good standing and the account holder dies or is incarcerated for more than 60 days

Utilities may require a new deposit if the spouse has an unpaid utility bill from the past 5 years, has interfered with or diverted utility service in the past 5 years, or fails to provide government-issued photo ID and Social Security number

When a deposit is required, utilities must allow installment payments unless the spouse has a history of unauthorized interference with utility service

Utilities may require documentation such as a marriage certificate or proof of residency before completing the service transfer
