Requires health carriers offering fertility coverage to publish plain-language summaries on their websites and submit annual utilization reports by March 1st including enrollee demographics, treatment types, and geographic distribution

Mandates biennial state reports on fertility treatment access, outcomes, barriers to care, and equity recommendations, to be submitted to the governor and legislative leadership and published online
