Beginning January 1, 2027, applicants under 21 years of age who have never held a driver's license must complete a driver's education program approved by the Missouri Highways and Transportation Commission before obtaining a license

Creates the "Driver's Education Training Fund" funded by voluntary $1 donations during license registration to provide free driver's education programs to first-time applicants under 21

Prohibits traffic violations from being reduced or amended to lesser-point offenses for drivers under 21, drivers with temporary instruction permits, intermediate license holders, and adults who have held their license fewer than 36 consecutive months

Intermediate license holders (ages 16-18) who accumulate more than two non-alcohol violations or six or more points will have their license converted to a temporary learner's permit; fee increases from $5 to $10

Increases points assessed for leaving the scene of an accident under county/municipal ordinance from 6 to 12 points, and adds automatic 12-point assessment when serious injury or death results from any traffic violation
