Prohibits Missouri institutions of higher education and state agencies from allocating or expending state funds for "low-earning outcome degree programs" as defined by federal law (Section 84001 of Pub. L. 119-21)

Funding prohibition applies to individual student financial aid, base operational/instructional funding, separately appropriated aid or grants, and capital or facilities funding

Requires the Coordinating Board for Higher Education to adopt rules implementing the prohibition and annually review updated federal determinations of low-earning outcome programs

Mandates an annual public report to the General Assembly documenting prohibited programs, enforcement actions, and estimated fiscal impact

Rules take effect only if compliant with Chapter 536; if legislative review powers are held unconstitutional, all rulemaking authority and rules proposed after August 28, 2026 become invalid
