Increases the number of circuit judges in Missouri's 25th judicial circuit from two to three, adding a new Division Three

The governor will appoint the Division Three judge in 2025, who will serve until January 1, 2029

Division Three judge will be elected in 2028 for an initial four-year term, then in 2032 for a full six-year term, with six-year terms continuing thereafter

Removes statutory language specifying that the 25th judicial circuit consists of Maries, Phelps, Pulaski, and Texas counties
