Requires the Department of Social Services to file estate recovery claims within six months of receiving written or email notice of letters testamentary or administration of the estate

Applies to debts owed by deceased recipients of aid, assistance, care, or services from the Department of Health and Senior Services, Department of Social Services, Department of Mental Health, or county commissions for benefits paid after January 1, 1978

Prohibits claims when collection costs would exceed the claim amount or when collection would adversely affect the surviving spouse's or dependents' need for reasonable care and support

Requires estates of decedents enrolled in MO HealthNet at death to obtain a release from the MO HealthNet division before the probate estate can be closed, unless waived

Federal government receives its entitled portion from any recovered amounts, and provisions do not apply to claims prohibited by federal law
