Repeals the requirement for the Joint Committee on Education to develop a comprehensive funding formula for Missouri public higher education institutions, replacing it with a duty to receive and make recommendations on a report from the Missouri Department of Higher Education and Workforce Development developed by the National Center for Higher Education Management Systems

Repeals Section 633.420 establishing the Legislative Task Force on Dyslexia, while retaining dyslexia screening requirements and definitions in Section 167.950

Repeals Section 167.910 establishing the Career Readiness Course Task Force, which was created to explore offering career readiness courses to 8th and 9th grade students

Repeals Section 173.680 requiring the Department of Higher Education to study information technology industry certifications requested by Missouri employers

Makes technical corrections throughout multiple sections, including changing "individualized education plan" to "individualized education program" (IEP) to align with federal IDEA terminology
