Creates the "MO Families First Act" requiring state agencies and schools to notify the Missouri Children's Division within 24 hours if a parent or legal guardian of a child in state programs is subject to federal immigration enforcement action (arrest, detention, removal, or deportation)

Requires the Division to assess affected children's immediate safety, available caregivers (prioritizing relatives), housing, medical, emotional, and educational needs

Mandates placement priority with fit and willing relatives or known caregivers, preservation of sibling relationships, and consideration of the child's community and cultural ties

Requires school districts to maintain educational stability for affected children, including preserving records and coordinating with the Division

Explicitly prohibits interference with federal immigration enforcement, does not require agencies to inquire about immigration status, and creates no private cause of action against the state
