Prohibits TANF and SNAP recipients from using electronic benefit transfer (EBT) cards at ATMs, for cash back on purchases, or to otherwise access benefits as cash

Bans EBT transactions at liquor stores, casinos, gaming establishments, and adult entertainment venues, as well as purchases of alcohol, lottery tickets, tobacco products, and pornography

Establishes tiered disqualification penalties for TANF recipients who violate purchasing restrictions: 3 months for first offense, 6 months for second offense, and 5 years for third or subsequent offenses

Imposes fines on store owners who knowingly accept EBT cards for prohibited purchases: up to $500 for first offense, $500-$1,000 for second offense, and at least $1,000 for subsequent offenses

Suspends benefits for recipients who make no in-state EBT transaction for 90 days, with 60-day warning notice required, pending investigation of Missouri residency status
