School boards must establish written policies governing student participation in protest activities during school hours

Students cannot be released from classes for protest activities without express parental permission that specifies the event and subject matter

Parental permission must be obtained separately for each protest activity; blanket approval is not permitted

"Protest activities" includes non-school-sponsored events such as political assemblies and speeches occurring on or off school property during school hours

Schools violating these requirements face funding reductions equal to per-pupil funds for each instance and each student released without proper permission
