Extends civil, criminal, and administrative immunity to political subdivisions that operate newborn safety incubators or accept physical custody of children placed in them, provided they act in good faith

Adds newborn safety incubators as an approved location where parents can safely relinquish infants up to 90 days old without prosecution for abandonment-related offenses

Creates the "Safe Place for Newborns Fund" in the state treasury to fund installation of newborn safety incubators, with the state providing matching funds of up to $10,000 per incubator installed

Requires infants delivered to newborn safety incubators at non-hospital locations to be immediately transported to the nearest licensed hospital for care

Authorizes the Director of the Department of Health and Senior Services to promulgate rules governing specifications, installation, maintenance, and oversight of newborn safety incubators
