Funds the program through a Missouri Health Care Trust Fund receiving federal Medicare and Medicaid waiver payments and state appropriations, with administrative costs capped at 4% of total funds

Prohibits private insurers from selling coverage that duplicates program benefits and bans investor-ownership of health delivery facilities such as hospitals, HMOs, nursing homes, and clinics

Contingent effective date requires federal waiver approval from the Secretary of Health and Human Services before most program provisions take effect
