Extends civil, criminal, and administrative immunity to political subdivisions that operate newborn safety incubators or accept physical custody of children placed in them, provided they act in good faith

Adds "newborn safety incubator" as a defined term (medical device maintaining optimal environment for newborn care) and expands safe surrender locations to include pregnancy resource centers and maternity homes

Creates the "Safe Place for Newborns Fund" in the state treasury to fund installation of newborn safety incubators, with state matching funds of up to $10,000 per incubator installed

Maintains existing protections allowing parents to surrender infants up to 90 days old without prosecution for abandonment-related offenses, provided the child was not previously abused or neglected

Authorizes the Department of Health and Senior Services to promulgate rules governing specifications, installation, maintenance, and oversight of newborn safety incubators
