Creates the "Office of Election Crimes and Security" within the Secretary of State's office to investigate election law violations, with authority to subpoena records and refer cases to the attorney general for prosecution

Requires all voting equipment to be "air-gapped" (physically isolated from the internet), mandates manual hand recounts of at least 15% of randomly selected precincts before certification, and makes ballot images and cast vote records public after certification

Expands election watcher and challenger access rights, allowing them to observe all stages of elections from 3-6 feet away, and loosens residency requirements so they need only be Missouri registered voters rather than local jurisdiction residents

Prohibits "ballot curing" (post-return contact allowing voters to fix deficient absentee ballots), bans per-signature payment for petition circulators, and requires petition circulators to be Missouri residents or present in state for 30+ consecutive days

Requires Secretary of State to use the federal SAVE program to verify citizenship of voter registrants, mandates monthly death certificate reports from health department for voter roll maintenance, and prohibits election officials from accepting private or foreign donations for election administration
