Prohibits the intentional injection, release, or dispersion of chemicals, compounds, substances, or apparatus into Missouri's atmosphere for the purpose of affecting temperature, weather, or sunlight intensity

Directs the Air Conservation Commission of Missouri to establish standards and guidelines for enforcing the prohibition

Authorizes the Department of Natural Resources to promulgate rules and regulations for administration of the new section

Rules created under this authority must comply with Chapter 536 provisions and are subject to General Assembly review

Any rules proposed or adopted after August 28, 2026, become invalid if the General Assembly's rulemaking oversight powers are held unconstitutional
