Entry to county or municipal jails, detention centers, and holding facilities requires special permission from the sheriff, chief of police, jail administrator, or chief administrative officer unless otherwise authorized

State officials including the governor, lieutenant governor, legislators, judges, attorney general, auditor, treasurer, and secretary of state may visit facilities at any reasonable time subject to security rules

Local officials including county commissioners, county judges, prosecutors, sheriffs, mayors, city council members, and city attorneys may visit facilities within their jurisdiction at any reasonable time

Clergy and religious leaders of any recognized faith may access facilities to visit confined persons and administer religious rites, sacraments, or ceremonies upon request

Facilities retain authority to regulate visitation for safety, security, and good order, and may deny access to individuals for cause
