Adds section 221.358 to Missouri law establishing rules for who may enter county or municipal jails, detention centers, and holding facilities

Grants automatic visitation rights at any reasonable time to state officials (governor, lieutenant governor, legislators, judges, attorney general, state auditor, treasurer, secretary of state), county officials (commissioners, judges, prosecutors, sheriffs), and municipal officials (mayors, council members, aldermen, municipal judges, city attorneys)

Authorizes employees, assistants, or agents of listed officials to visit facilities when acting under specific authorization from their superiors

Requires all clergy or religious leaders of any recognized faith to have access to visit confined persons and administer religious rites, sacraments, or ceremonies upon request

Preserves facility authority to regulate visitation for safety, security, and good order, and to deny access to any individual for cause
