Waives motor vehicle registration and licensing fees for homeless children, homeless youth, and unaccompanied youth as defined under Missouri and federal law

Adds homeless and unaccompanied youth status as a qualifying category for "emancipated minor" for purposes of obtaining an intermediate driver's license (ages 16-18)

Waives the $5 intermediate driver's license fee and the $6 nondriver's license card fee for qualifying homeless and unaccompanied youth

Requires verification of homeless or unaccompanied youth status through a signed letter from a homeless services agency director, school liaison/social worker/counselor, or licensed attorney representing the minor

Amends three sections of Missouri law (136.055, 302.178, and 302.181) to implement these fee waivers and eligibility expansions
