Creates an 11-member Auto Theft Prevention Commission within the Department of Public Safety, including representatives from state highway patrol, insurance, law enforcement, and the National Insurance Crime Bureau

Establishes a grant program for local law enforcement agencies and multi-jurisdiction task forces to prevent, reduce, and investigate motor vehicle theft, parts theft, and related fraud

Increases the certificate of ownership fee from $8.50 to $13.50, with $5 from each fee transferred to the new Auto Theft Prevention Commission Revolving Fund

Authorizes the commission to accept federal funds, gifts, and donations without requiring state matching funds

Requires the commission to submit an annual report to the general assembly and governor by December 1st detailing activities, funds received, and grants awarded
