Arbitrators must be selected from Federal Mediation and Conciliation Service or American Arbitration Association panels, with parties alternating strikes until one arbitrator remains; decisions must be rendered within 45 days

Prohibits public bodies from making unilateral changes to wages, benefits, or employment conditions after a union is designated or after a contract expires; unions may seek declaratory relief, injunctive relief, and monetary damages for violations

Defines "good faith" bargaining as approaching negotiations with sincere intent to reach agreement, meeting at reasonable times, and responding to proposals with sincere counter-proposals
