Establishes the "Motivational Boot Camp Incarceration Program" within the Missouri Department of Corrections for offenders ages 17-21 who have two prior nonviolent convictions and are convicted of a third nonviolent offense (excluding Class A or B felonies)

Requires a two-year enrollment period featuring rigorous physical activity, intensive regimentation, discipline, and counseling designed to correct criminal behavior patterns

Allows courts to sentence eligible offenders to the boot camp in lieu of jail or prison, with delivery to the facility within 15 days of the court order

Permits expungement of the offense from the participant's criminal record upon satisfactory completion; unsatisfactory completion results in imposition of the original jail or prison sentence

Program sunsets six years after the effective date unless reauthorized by the General Assembly
