Restructures the 7-member Clean Water Commission to require specific representation: one member knowledgeable in agriculture, one in industry/mining, one in publicly owned wastewater treatment works, and four public representatives

Prohibits the governor from appointing anyone with a "substantial interest" in any business entity regulated under the clean water chapter or that would be regulated if located in Missouri

Requires the commission to establish rules specifying when members must recuse themselves from discussions and votes due to conflicts of interest, and allows any person to appeal a member's appointment on conflict of interest grounds

Reduces the threshold for automatic resignation from missing six consecutive regular meetings to four consecutive regular meetings

Changes leadership election timing from "at yearly intervals" to "annually"
