Missouri State Highway Patrol must create a searchable online registry of persons convicted of animal abuse under section 578.012, beginning January 1, 2027

Circuit court clerks must forward judgment copies and birth dates of convicted individuals to the Highway Patrol within 60 calendar days of judgment

First-time offenders remain on the registry for 2 years; second or subsequent offenders remain for 5 years following their most recent conviction

Names are removed from the registry if the underlying offense is expunged

Department of Public Safety may promulgate rules to implement the registry, subject to General Assembly oversight under chapter 536
