Expands the exemption from school start date restrictions to include any school district with one or more charter schools operating under sections 160.400 to 160.425, in addition to year-round school districts

School districts in counties with charter governments or cities with more than 30,000 inhabitants must maintain a minimum of 169 school days (or 142 days for four-day week districts)

All school districts must provide at least 1,044 hours of actual pupil attendance annually

School opening dates generally cannot be earlier than 14 calendar days before the first Monday in September, with violations resulting in withholding of one quarter of state funding per day of non-compliance

State Board of Education may grant one-year exemptions to districts demonstrating highly unusual and extenuating circumstances
