Requires school boards to adopt policies for library collection development, displays, and material reconsideration that comply with First Amendment protections and anti-discrimination standards covering race, color, sex, gender identity, religion, national origin, sexual orientation, and disability

Prohibits removal of library resources for doctrinal, partisan, or viewpoint-based reasons, and requires challenged materials to remain available until a review committee makes a final decision within 60 school days

Establishes a review committee process requiring at minimum a principal, librarian, classroom teacher, subject department head, and community member to read challenged materials in full before making removal recommendations

Limits who may file complaints about library resources to students, staff, or parents/guardians of students at that specific school, and prohibits re-challenging a resource for four years after a decision

Protects library staff from termination, demotion, or retaliation for refusing to remove materials before formal review or for making good-faith collection and display decisions in accordance with the standards
