Authorizes the Director of Commerce and Insurance to share confidential and privileged documents, examination reports, and other information with the Missouri Property and Casualty Insurance Guaranty Association and Missouri Life and Health Insurance Guaranty Association regarding member insurers that may face future delinquency proceedings

Adds "cybersecurity insurance" as a defined term covering first-party and third-party coverage for data breaches, ransomware, cyber extortion, identity theft, and similar exposures, with a $300,000 cap per policy for all cybersecurity-related claims arising from a single insured event

Expands the definition of "covered claim" to include claims where a member insurer's coverage obligations were transferred to another insurer that subsequently becomes insolvent, provided the original insurer had no remaining obligations after the transfer

Limits access to confidential information disclosed to guaranty associations to staff and legal counsel, with board of directors access permitted only after a member insurer becomes subject to a delinquency proceeding and subject to director-established terms

Permits the director to cooperate with guaranty associations and similar organizations in other states when a liquidation proceeding is imminent to provide an orderly transition and minimize delays in claim handling and payment
