Restricts flags displayed at Missouri public buildings (state, city, county, school district) to an approved list including: U.S. flag, Missouri flag, other official government flags, military flags, POW/MIA flag, federally recognized tribal flags, public school flags, and Olympic/Paralympic flags

Permits organizations authorized to use public school facilities to display their flags, but only at that location during their authorized use time

Requires the State Auditor to establish a complaint process, investigate alleged violations, notify governmental entities, and provide a 3-day window to cure any substantiated violation

Mandates prosecuting attorneys to immediately file for injunction if violations are not cured within 3 days, with courts required to hold trial within 7 days and issue a decision within 2 days after trial

Authorizes local law enforcement to physically remove flags if a governmental entity fails to comply with a court order within 3 days of an injunction being granted

Exempts private individuals who are lawfully present in or on public building grounds from these flag display restrictions
