Requires Missouri dealers selling vehicles to out-of-state purchasers to collect Missouri state and local sales tax at the dealer's location rate, regardless of the purchaser's state of residence

Creates a new "water-damaged vehicle" title designation for vehicles submerged to the point water entered the passenger or trunk compartment, requiring "water-damaged" to appear on the certificate of ownership

Raises the minimum vehicle sales threshold for motor vehicle dealer licensure from 8 to 12 vehicles per calendar year

Extends disabled parking placard renewal period from 4 years to 8 years and exempts vehicles under 10 years old with less than 150,000 miles from safety inspections (excluding prior salvage vehicles)
