Extends disabled placard renewal period from 4 years to 8 years and requires physicians' statements only every 8 years instead of 4 years for renewals

Requires motor vehicle dealers to sell 12 or more vehicles annually to qualify for licensure (increased from 8 vehicles), and expands the safety inspection exemption to cover vehicles with less than 150,000 miles for 10 years after manufacture

Creates new "water-damaged vehicle" title designation for vehicles submerged above door sill level, and establishes contingent effective date tied to implementation of modernized vehicle titling and registration system
