Drivers whose licenses are revoked for point accumulation where at least 40% of points came from speeding offenses may apply for license reinstatement by installing a certified intelligent speed assistance device on all vehicles they operate

Intelligent speed assistance devices are defined as GPS-enabled aftermarket devices that actively limit a vehicle's speed to posted limits, must be tamper-resistant, and must report circumvention attempts

The device must be maintained for at least 12 months following reinstatement; driving privileges will be revoked for one year if the driver tampers with the device, fails to maintain proof of installation, or is convicted of speeding in an unequipped vehicle

The State Highways and Transportation Commission must certify qualifying devices, publish an approved list, adopt usage guidelines, and consult with the National Highway Traffic Safety Administration before certification

Motor vehicle manufacturers, distributors, and retailers are shielded from liability for losses caused by aftermarket intelligent speed assistance devices unless they knowingly perform a faulty repair or update
