Creates the "Drinking Water Transparency and Accountability Act" requiring the Missouri Department of Natural Resources to establish a letter grade system (A through F) for community water systems based on federal/state drinking water law compliance, financial sustainability, and infrastructure performance

Applies to public water systems serving at least 15 service connections and 25 residents annually, including water corporations, public water districts, municipal water companies, and nonprofit water companies

Systems with 0-50,000 customers receive one point deduction per violation, while systems over 50,000 customers receive one point deduction per five violations; water outages and boil advisories are excluded from point deductions

Systems receiving a "D" or "F" grade face administrative penalties, mandatory auditor oversight of federal/state funding, restrictions on incurring new debt unrelated to system improvements, and potential court-appointed receivership

Department must publish first letter grades by January 1, 2028, with grades appearing on each system's consumer confidence report and the department's website annually
