Creates the "Missouri Disaster Mediation Act" establishing a free, voluntary mediation program for residential property insurance claim disputes arising from declared disasters, with insurers bearing mediator and administrator costs

Establishes the "Missouri Stronger Homes Program" providing grants up to $15,000 to homeowners for retrofitting properties to IBHS FORTIFIED standards to resist tornado, windstorm, and hail damage

Transfers $12 million from the insurance dedicated fund to the Missouri Stronger Homes Fund on July 1, 2027, plus up to $2 million annually through 2037

Prohibits insurers from refusing to issue, cancel, or nonrenew homeowner's policies solely due to roof age for roofs under 15 years old, and requires allowing inspections for older roofs before mandating replacement

Caps public adjuster commissions at 10% of insurance settlements, prohibits percentage-based fees when insurers pay policy limits within 10 days, and bans assignment of post-loss insurance benefits under policies issued after January 1, 2027
