Expands the definition of "public safety personnel" to include air ambulance pilots, air ambulance paramedics, and air ambulance nurses for tuition award eligibility

Adds business-related degree programs as eligible fields of study, including general business, economics, accounting, marketing, finance, human resources management, information systems, and supply chain management and logistics

Changes the application deadline from December 15th to February 1st annually, with eligibility notification deadline moving from March 1st to May 1st

Removes the requirement that a Division of Fire Safety certificate specifically authorize someone "to serve as a firefighter" - now any valid certificate from the division qualifies

Maintains existing tuition award structure: up to 100% of resident tuition for public safety personnel with 6+ years of service, and for legal dependents of personnel with 10+ years of service, for up to 5 consecutive years or 120 credit hours
