Adds "canine search and rescue teams" to the list of organizations whose vehicles may operate as emergency vehicles with sirens and flashing blue lights on Missouri streets and highways

Expands authorized emergency responses to include "emergency calls requiring search and rescue operations" in addition to existing fire and ambulance calls

Applies to both paid and volunteer canine search and rescue team members, consistent with treatment of fire departments, ambulance associations, and rescue squads

Requires written permits issued by the chief of the relevant organization to operate vehicles with sirens or blue lights; permits may be revoked

Violation of the section constitutes a Class A misdemeanor
