Mandates permanent confidentiality of crew member or engineer identifying information in all public records if a court determines they were not at fault in the incident

Assigns enforcement authority to the Missouri Department of Transportation, with rulemaking power subject to chapter 536 requirements

Rules proposed or adopted after August 28, 2026 would be invalidated if the General Assembly's rulemaking review powers are held unconstitutional
