Freight railroad trains and light engines must be operated by a minimum of two qualified crew members

Exemptions apply to helper services (assisting trains with mechanical failures or difficult terrain), hostler services (moving locomotives within rail yards), and loading/unloading operations at speeds not exceeding 10 mph

Willful violations carry escalating fines: up to $1,500 for first offense, up to $5,000 for second offense, and up to $10,000 for third or subsequent offenses

Missouri Department of Transportation has enforcement authority and may promulgate rules to implement the requirements

The law only takes effect after the Missouri Attorney General notifies the revisor of statutes that a final court judgment has affirmed the validity of the Federal Railroad Administration's two-person crew rule
