Prohibits railroads from operating trains exceeding 8,500 feet in total length on any main track or branch line in Missouri

Missouri Department of Transportation granted authority to adopt rules for implementation, enforcement, measurement procedures, route-specific exemptions, and violation penalties

Rules must comply with Chapter 536 (Missouri's administrative rulemaking procedures) and are subject to General Assembly review

Contains a nonseverability clause: if the General Assembly's powers to review or annul rules are held unconstitutional, the rulemaking authority and any rules adopted after August 28, 2026, become invalid and void
