Territory not being served by a public water supply district may be detached if there are no outstanding general obligation bonds, special obligation bonds, or contractual obligations exceeding $25,000 for infrastructure, fixed assets, or water purchase debt

Creates new category of "specific demand customers" defined as customers with water quantity and quality requirements that differ from typical customers and may exceed district capabilities

Public water supply districts must respond within 60 days to service requests, indicating whether they can meet the requested water quantity and quality within a reasonable time frame and cost

Specific demand customers may detach from a district if the district declines or is unable to provide service; customers may also pay off outstanding federal loans that prevent detachment

Districts with federal debt must accept monetary gifts, donations, or bequests for debt payment, and any person or entity may tender payment toward outstanding federal debt on behalf of the district
