Allows transitional licenses for foreign-trained physicians with at least two years of practice, ECFMG certification, and verification of at least three years of postgraduate training in a country with comparable requirements

Permits the board to grant permanent licensure after a physician holds a transitional license for at least three years while employed by a sponsoring accredited medical school

Board retains sole discretion over granting waivers, and denials are not appealable; applicants who fail licensing exams three times are ineligible
