Establishes a state assistance program within the Department of Social Services to cover the full cost of vasectomies for uninsured Missouri residents who lack employer-sponsored or public health insurance coverage

Eligibility is not based on income or resources, and no finding of medical necessity is required for the procedure

Creates the "Vasectomy Fund" in the state treasury to receive appropriations, gifts, grants, and other contributions, with unused funds carrying over between bienniums rather than reverting to general revenue

Requires all health carriers and health benefit plans delivered, issued, or renewed in Missouri on or after January 1, 2027, to provide vasectomy coverage without medical necessity requirements

Vasectomy coverage under health benefit plans cannot be subject to greater deductibles or co-payments than other health care services; exemptions apply to supplemental policies such as Medicare supplement, long-term care, and accident-only policies
