Creates a new category of "specific demand customer" for public water supply districts, defined as customers with water quantity and quality requirements that differ from typical customers and may exceed district capabilities

Requires public water supply districts to respond within 60 days to service requests, stating whether they can meet the customer's water needs within a reasonable time frame and at a reasonable cost

Allows specific demand customers to detach from a district if the district declines or is unable to provide adequate service, or to bring a court challenge over unreasonable time frames or costs

Permits specific demand customers to pay off outstanding federal loans that would otherwise prevent their detachment from the district

Requires district boards to accept monetary gifts, donations, or bequests for debt payment and allows any person or entity to pay off district debt owed to the U.S. government on behalf of the district
