Establishes a liaison for postsecondary education for homeless pupils within the Missouri Department of Higher Education and Workforce Development

Creates the "Liaison for Postsecondary Education for Homeless Pupils Fund" in the state treasury to receive legislative appropriations, gifts, and donations, with unused funds carrying over at the end of each biennium

Requires the liaison to conduct annual needs assessments of homeless pupils, develop a database tracking graduation and retention rates, and create a college and career readiness model

Mandates collaboration with high school staff, financial aid offices, student support services, and campus housing to identify and connect homeless students with resources

Requires the liaison to maintain databases of food banks, clothing banks, and low-cost health care providers, and publish a searchable public directory of each institution's designated homeless and foster student liaison
