Creates the "No More Jail Deaths Act" establishing visitor access rules for jails and detention facilities in cities not within a county (applies to St. Louis City)

Grants unrestricted access at any time to state officials including the governor, lieutenant governor, attorney general, state auditor, treasurer, secretary of state, members of the general assembly, judges, and prosecuting attorneys

Allows assistants of authorized officials to visit at reasonable times when specifically authorized by their superiors, subject to facility rules

Permits clergy of all recognized denominations to visit confined offenders and administer religious rites, subject to security regulations

Requires the governing authority to adopt or update visitor rules consistent with the act by March 1, 2027, and submit them to the Department of Public Safety for archival and review
